[Affected versions]: - 63.0a1 (2018-07-30 - 62.0b13 build1 (20180730180407) - 61.0.1 build1 (20180704003137) [Affected platforms]: - Windows 10x64 - Ubuntu 16.04 x64 - macOS 10.11.6 [Steps to reproduce]: 1. Launch Firefox 2. Access about:newtab (or use the newtab specific button or use the CTRL+T combination) 3. Type a random search term (or an URL) in the Location Bar 4. Press the Alt + Enter buttons [Expected result]: - The entered search term is opened in a new foreground tab as result of the default search engine search (or specifically, the entered address is opened in a new foreground tab) [Actual result]: - The search process is made in the same tab (or specifically, the entered address is opened in the same tab) [Regression range]: - This issue is not a recent regression, as it's reproducible all the way back to 46.0a1 (2016-01-01) [Additional notes]: - The expected result is triggered only if the Location Bar is accessed from about:home or any other page

I actually think this is by design, alt+enter reuses empty tabs.

oh sorry, at least from the Address Bar, not sure the Search Bar, but they should probably be consistent.
