[Affected versions]:
- Nightly 62.0a1;

[Affected platforms]:
- Win 10x64;
- MacOs 10.13.4;
- Ubuntu 16.04LTS.

[Steps to reproduce]:
1. Launch Firefox with a new profile;
2. Click on the Hamburger Menu, turn on the tracking protection feature;
3. Access the following link: https://www.mozilla.org/en-US/firefox/62.0a1/tracking-protection/start/?step=2


[Expected result]:
- Only step 2 is displayed for the tour.

[Actual result]:
- Both info for step 2 and step 1 is displayed.

[Regression range]:
- Not a regression since its also reproducible on the build where the feature was introduced, Nightly 2018-06-01.

[Additional notes]:
- attached screencast with the issue;
- issue reproducible until the Next button for step 1 is pressed;
- panel for step 1 displayed as well if accessing link for step 3, but cleared after it's loaded.

As someone who worked on this tour, I would say this is WONTFIX.
