[Steps to reproduce]:
1. Launch firefox, enable the tracking protection feature;
2. Access https://www.mozilla.org/en-US/firefox/62.0a1/tracking-protection/start/?step=3
3. Click next/next until you reach to step 3;
4. Click on Disable protection to this site button;
5. Click on the " > " button;

[Expected result]:
- Site security info is displayed.

[Actual result]:
- Another menu flickers on top for a fraction of a second.

- not a regression.

- attached screenshot with the issue
- on Ubuntu, the z-index for menus in the issue seems to be inverted.
