[Steps to reproduce]:

1. Open Firefox. 
2. Open the Inspector by pressing F12. 
3. Click on the Meatball Menu then on settings menu item.
4. From Advanced settings section enable "Enable browser chrome and add-on debugging toolboxes" and "Enable remote debugging"
5. Go to Tools -> Web Developer -> Browser Toolbox to display the Developer Tools window.
6. Click on the Meatball Menu/Community... menu item and then Meatball Menu/Documentation... menu item.

[Actual result]:
Nothing happens.

[Expected result]:
MDN landing page is opened in a new tab when clicking "Documentation ..." menu item
Mozilla Discourse page is opened in a new tab when clicking "Community ..." menu item

[Regression range]:
- I will be back with regression range as soon as possible.
Oh, wait, I just assumed this was always broken since we added those items but it might have been broken by some of the refactoring of the openLink helper that happened after that.

The flags currently don't exist in the new DevTools Bugzilla product.  I filed bug 1468620 to add them.
I just tested this in nightly, and it worked fine for me (tested on Windows 10 with 63.0a1 (2018-07-12) (64-bit)).
Do you mind testing again and checking if it works for you too?

I verified again on Fx 62.0b8 on Windows 8.1 x64, Ubuntu 16.04 x64 and Mac OS X 10.13 and this issue Not reproducible, it works for me too.
