Firefox 62.0a1 (BuildId:20180604220149).
Firefox 61.0b11 (BuildId:20180604143143).

[Affected platforms]:
Windows 10 64bit.
macOS 10.13.
Ubuntu 16.04 64bit.

[Steps to reproduce]:
1. Launch Firefox with new profile.
2. Open a new window.
3. Access any websites on both windows.
4. Enable the Accessibility features.
5. From window (B) click on the "Pick accessible object from the page" button.
6. From window (B) change to another available devtool (ex: Storage).
7. From window (B) change back to the "Accessibility" tool and click on the picker.
8. From window (B) click the "Turn Off Accessibility Features".
9. From window (A) click on "Turn On Accessibility Features" button.

[Expected result]:
The "Pick accessible object from the page" button is active. 

[Actual result]:
The "Pick accessible object from the page" button from window (B) is inactive.

[Regression range]:
I don't think that this is a regression.

This issue is verified fixed using Firefox 62.0a1 (BuildId:20180612220131) and Firefox 61.0b13 (BuildId:20180611134439) on Windows 10 64bit, macOS 10.10.5 and Ubuntu 16.04 64bit.
