[Steps to reproduce]:
1.Launch Firefox.
2.Customize toolbar by drag and drop some menu item. 
3.Click on "Hamburger" menu opened a pop-up menu then hover on the other buttons from toolbar.

[Expected result]:
The hover state of buttons should be complete, should be a square.

[Actual result]:
Missed pixels from hover state of the button, the hover square seems to be cut off.
