Private window doesn’t inherit the settings made in normal window for Simplify Page (only for Scale and Orientation)

[Affected versions]: 
- 60.0a1 (2018-02-22)

[Affected platforms]:
- Ubuntu 16.04 ( x86 and x64)
- Ubuntu 14.04 x64
- Windows 10 x64

[Steps to reproduce]:
1. Launch Firefox
2. Open a private window
3. Insert the same URL in both pages.
4. Open the Print preview page in the normal window.
5. Click on the Simplify Page, change the scale and the page orientation.
6. Go to Print preview in the private window and see the changes. 

[Expected result]:
- The scale and the page orientation are the same as the one set in the normal window, as well as the Simplify Page, which is checked.

[Actual result]:
-  The scale and the page orientation are the same as the one set in the normal window, but the Simplify Page remains unchecked.

[Regression range]:
- This is not a regression, this behaviour can be seen from the beginning of the Simplify Page implementation on 50.0a1 (2016-07-12) under Windows 10 x64.

[Additional notes]:
- Note that there are other inconsistencies related to this behavior by following the steps bellow:
1. Open Firefox
2. Open a private window
3. Insert the same URL in both pages (reader-able or not)
4. Open Print preview in the normal window
5. Change the page orientation
6. Open Print preview in the private window. You'll see the same settings from the normal window
7. Change the page orientation setting again but for the private window
8. Go back to the normal window
9. Change the page orientation once more

[Actual result]:
- Print preview content will remain the same, as latest print settings are the same (set from the private window)
Simplify page remains unchecked by design, it works as a raw pref. See https://public.etherpad-mozilla.org/p/Simplify_Page_PreliminaryStatus (question 1) for better detail.

I don't think this is a super important bug at this time. It's not super great that some settings seem to persist from window to window and some don't, and we'd take patches to fix it, but this is certainly not a high priority in my mind.

Related to the issue above (from additional notes), but this time using only normal windows, I encountered the following scenario:
1. Launch Firefox 
2. Open a new normal window
3. Load any different sites in both windows
4. Print preview the pages in both windows
5. Switch several times between orientation mode buttons in the first window
6. Try to change the orientation mode in the second window

Actual result: 
The print preview page doesn’t change its orientation mode according to the selected button. The wanted changes occur only after another two attempts of switching between Landscape/Portrait buttons in the same window.
