Details

On Friday, something happened with pigeon and the Datadog dashboard for -new-stage shows all the graphs related to processing hitting zero.

In -stage, we have alerts/monitoring so if something like this happened, we'd get notified. 

This bug covers setting up similar alerts/monitoring for -new-stage.
I've created the relevant monitoring and some extra to boot on -new-stage.
