The symptoms seem to be all closely related, so I'm putting them together:

- on desktop, when the window height is reduced, the second scrollbar appears. (attached screenshot)
- on iOS 10 Safari, scrolling BMO became choppy and lost the "momentum" effect
- on iOS 10 Safari, the "scroll to top" shortcut (triggered by tapping the top bar) no longer works.

Tested on an iPad running latest Safari -- scroll momentum works. Still not ideal for mobile but not much worse than before.
