[Affected versions]:
- Firefox 57.0
- beta 58.0b14

[Affected platforms]:
- Windows 10 x64.
- Windows 8.1 x32
- Windows 7 x32

[Steps to reproduce]:
1. Download a Firefox stub installer and run it. 
2. Disable the connection from Control Panel\All Control Panel Items\Network and Sharing Center\Ethernet Status when the progress bar is at about 30%.
3. Reconnect to internet
4. Observe the progress bar

[Expected result]:
- The installation resumes from the point where the connection was interrupted.

[Actual result]:
- The installation begins from 0%.

[Regression range]:
- This is a really old problem. It can be reproduce even on Firefox 20.0.
We weren't even trying to handle this until 798005 landed for 58, but as of that patch this case really ought to work.
