[Win XP]: Attempting to run a stub installer does not redirect the user to the correct page (Esr downloading suggestions)

[Affected platforms]:

[Steps to reproduce]:
1. Download https://archive.mozilla.org/pub/firefox/candidates/58.0b11-candidates/build1/win32/en-US/Firefox%20Installer.exe
2. Attempt to run installer
3. Click “Ok” inside the displayed error message
4. Observe the content of the redirected page

[Expected result]:
- The user is redirected to a page suggesting tips to get the latest  ESR build (52.5.2)

[Actual result]:
- The user is redirected to a page containing the latest RC 57.0.2 systems requirements (https://www.mozilla.org/en-US/firefox/57.0.2/system-requirements/)

[Regression range]:
- I am unable to determine if this is a regression, because I suspect this is server related.
This is indeed something that would have to be fixed on the web side; we don't build stub installers for ESR and I don't want to have that kind of dependency in the ones we do build. But I don't think they're going to be interested in doing anything about this either; it is just a system requirements page, and even ESR isn't going to support XP for much longer.
