I tried out Phabricator with mozilla-central this afternoon and
found that there was no .arcconfig in the top source directory.

I found the example from the documentation [1] to work:

> % cat .arcconfig 
> {
>   "phabricator.uri" : "https://phabricator.services.mozilla.com/"
> }
