Easiest way to reproduce is:
1. Access https://www.boredpanda.com/ (a doorhanger will appear)
2. Focus on another window that overlay Firefox's window.
3. Observe the notification's doorhanger.
[Expected result]:
- The doorhanger is beneath the focused window.
[Actual result]:
- The doorhanger overlays the focused window.

I've noticed that this bug reproduces on macOS 10.13 and macOS 10.12 using beta 57.0b11.
OS: Linux → All

The Linux issue is a dupe, but the OSX issue is new to me.
It would be great if we could get a regression range for OSX in bug 1412846.
