_get_all_group_names() is useful to me in bug 1364233. But it's in a config panel module and marked private. 

In some parts of the code, it has been copy-pasted.
In other parts, it is called with its fully-qualified name. 
It begins with an underscore which would generally mean it is private...

This has a clear and obvious solution.
