A while back, we looked at running Socorro on Heroku. We're not doing that anymore, though, so we can remove all the heroku-specific code.

This bug covers doing a "grep -i heroku ." on the codebase and removing/fixing things that show up.

fixes bug 1387493 - remove all things heroku

There was some work to get Socorro to work on Heroku. That was never finished
and Heroku never became a supported platform.

This removes that unfinished work.
