Meta bug to track scrolling bugs. This is to help track work on scrolling and likely help with deduping.
Depends on: 1293855, 1314462, 1086568, 1003687
It would not surprise me if switching to WebDriver conforming interactability
in https://bugzilla.mozilla.org/show_bug.cgi?id=1321516 would resolve these
issues.

I think we will say that bug 1321516 fixed this.
