When running builds on comm-central AND also try-comm-central, the B build indicator is never shown (https://treeherder.mozilla.org/#/jobs?repo=try-comm-central). So you do not see if the build passed or not. If you only start a build run without any tests, the whole Win 7 platform is missing from the list on treeherder.

Compare 2 runs with all platforms selected (-p all):

Found in Triaging, is this still needed? 
Or can we close the bug?

The situation may have changed these days.
At
https://treeherder.mozilla.org/#/jobs?repo=try-comm-central&revision=897e3a191d2474078a40332b75976c6b217d9cd5
it is seen builds are indicated (B) even without tests.

At
https://treeherder.mozilla.org/#/jobs?repo=comm-central&revision=531dfcb2d29dcd8a6dab337faf4fd2685fcf9d40
it looks as if the builds are done on Windows 2012 and then tests (X and Z) are run on Win 7 and Win 10.

So if that is intended then there is probably nothing more to do.
