I don't really know where this bug belongs, maybe automation/releng somewhere. Basically the problem is that sometimes the Windows machines running mochitests get interrupted by something or the other, and end up on the Windows Start screen, with Firefox not visible. This can interrupt the test that's being run, if it requires focus or being in the foreground. This is visible in the screenshot attached to the job failure. I haven't seen it recently but I also haven't been looking for it. We can close this and reopen if I see it again.
