Most release users right now are still on 45.0.2. We stopped background updates to 46.0 but now are releasing 46.0.1 to fix bug 1262312.   We want to prevent the sync server from getting overloaded and verify t he fix before inviting most release users to update.   
We should know by tomorrow morning whether we can remove this rule.

I'm implemented that in balrog.

We are ready to remove this rule, now that gtk2 users are blocked from updating in bug 1270358 and the sync db folks have verified that sync device registration is dropping in bug 1268652. 

Kim can you let me know when the rule is removed and updates are enabled again? Thanks very much!

The version restriction has been removed for this rule in balrog.
