If the user opens a lot of apps in a rapid manner, the "home" button and "scrolling" will break on the home screen.

Repro Steps:
1) Update a Aries to 20160128111403
2) While on the home screen, open multiple apps in a very quick manner. 
3) After repeatedly opening apps and going home, scroll to the bottom of the home screen and tap the "home" button.
5) Try to scroll up on the home screen.

Actual:
The "Home" button and "scrolling" will stop functioning on the home screen if the user opens multiple apps in a rapid manner.

Expected:
"Scrolling" and the "home" button works as expected regardless of home quickly the user opens apps.
