I argue that, since the User Story functions mainly as a summary of the bug, a sort of super-comment if you will, it should always be displayed if it exists, perhaps right above the comments, instead of in a collapsible panel that, for me, seems to autocollapse randomly.
the fix for this is to exclude the user-story from the list of modules that persist their collapsed state.
