OK, what, exactly, is all meant by "Sync UI"?

here's some of the sync UI:
* open this URL: about:preferences#sync
* click on the hamburger menu, hover over the two circular arrows - you should see a last sync time tool tip
* There's a sync button in the hamburger menu, you may have to move it out from the customize area.
* we're add a 'synced tabs' button and sidebar that will show tabs from other devices. The button should land this week and the sidebar over the next few weeks.

1. Bug 1229206 should take care of the buttons in the sync panel.
2. Yes, this should block. Remote Tabs is part of Sync.
