We'd like to redirect most users to use github for the bug product: addons.mozilla.org, is it possible to put a message at the top of the page for that product to use that new location: https://github.com/mozilla/addons/issues/

products don't have "pages" on bugzilla - exactly what page are you referring to?

if you no longer plan on using the addons.mozilla.org product, please let us know so we can graveyard it (which includes preventing new bugs from being filed there).

I noticed this at the top of the bugzilla page when I submit a new to Marketplace, I wasn't sure what the flexibility of that was:

At this point we still need to use bugzilla for Security issues, so I'm not sure if we can graveyard all of addons.mozilla.org. Or graveyarding can be done by component.

Those are normally links to custom form templates within Bugzilla itself that are related to the current product.
But technically there isn't a reason we can link to somewhere else as well.

We can graveyard specific components and not the whole product.

I'll go and see if I can find all the places that refer to filing a bug in bugzilla and then we'll see about the graveyarding. If the message in your patch is cool with that's cool with me.

this message reads as though you should use that github repo to file issues about firefox addons, which isn't what it's being used for.

i suggest:

"Report an issue with addons.mozilla.org on GitHub."

and leave a single active component in the bugzilla product "Security Issues".

We will need to address the display of custom form suggestions in Guided bug entry (maybe on the dupe search page?) in a different bug. We can just add this to the list for now for the normal bug page.
