[Flame KK] The time is changed after OTA which causes multiple issues

If the user turns off "Set Automatically" and manually sets their time and date, it will be changed to the incorrect time and date after an OTA. This will cause multiple issues to occur such as the browser being "unable to connect" and the Marketplace not loading properly. Repro Steps: 1) Update a Flame to the v18d v4 base image 20150527010201 2) Proceed through the FTU. Connect to Wifi and turn on data. 3) Tap on "Settings". 4) Tap on "Date & Time" and turn "Set Automatically" to off. 5) Set the time and date manually to the correct time. 6) Back out and tap on "Developer". Change the "Update Channel" to nightly-latest. 7) Install the updates to OTA to the latest build. 8) After the update is complete, skip the tutorial and open up browser. 9) Now open up Marketplace. 10) Go into settings and look at the date and time that the device is currently set to. Actual: The time and date has changed after OTA which causes apps to not work. Expected: The user's time and date settings are retained after an OTA. I am unsure if this occurs on Flame 2.5 since I would need the update channel updated. I could not reproduce this on Aries 2.6 The time and date did not change after OTA. This may have been fixed by bug 1208808 (or not). Can you retest on latest nightly?
