Is this with e10s enabled? Does it happen with e10s disabled? If it's e10s-specific add e10s to the summary and add the e10s:? flag. If not, add the regressionwindow-wanted keyword. Perhaps it's related to APZ but I don't know which channels that's on.

Either this or Toolkit::General as the code in toolkit/components/contentprefs/ doesn't have its own component AFAIK.

This was a bug in TST that is fixed by building an xpi from master.
