Steps to reproduce:

1. Navigate to a page containing a select element containing several options, where each option element contains a title attribute, in addition to option text.
2. Start VoiceOver
3. Tab to the select control containing the options
4. Open the pop up menu (VO-Space)
5. Using arrow keys, select one of the options from the menu


Actual results:

When selecting an option with a title attribute set, from the select pop up menu control, only the option's title text is read by VoiceOver; option text is not read.


Expected results:

The option's text should be read when scrolling through the select menu, followed by the title attribute (if set). This expected behavior is how Chrome and Safari both work with VoiceOver, and how Firefox interacts with NVDA on Windows.
Attaching actual HTML sample I created to narrow down the behavior of Firefox's interaction with VoiceOver for option elements.
This sounds like a duplicate of bug 1198291, which was fixed in the Firefox 43 timeframe. Can you try with a current Firefox DeveloperEdition or Nightly build and report back of you still see this problem?
Confirmed that this is a duplicate. Cannot reproduce on current nightly build.
