Steps to reproduce:
1. Fill out a web form with a password input
2. Press submit button
3. Tab amongst the controls in the resulting doorhanger

Expected results: The password text, which was obscured by bullet characters, would not be displayed as plain text upon focus.

Actual results: The password text becomes displayed as plain text automatically upon focus.

Impact: If a keyboard user (happens to be blind and/or cannot use a mouse) Tabs to explore the contents of that doorhanger and/or is trying to move focus to the Remember push button, that user's password is displayed to whoever is walking by -- and spoken allowed in the case of a screen reader user who is not using headphones.

This is probably unexpected by, and undesirable to, a sufficient number of users that I feel considering an alternative behavior is warranted.

Brian, I noticed you got looped in with the control center stuff. Can you redirect this to someone who can do the requisite UI/UX design so we stop inadvertently showing (vision-impaired) keyboard users' passwords?

The team agreed to move to a more conventional show password checkbox which is reflected in this UX spec:

Is the bug for the work to do this missing?

This appears to be fixed in Nightly at least.
