upping priority - this is major cause of extra load on git.mozilla.org causing many tree closures over the last few days.

I regenerated the base AMI and updated the configs:

Also I forced bld-linux64 golden AMI job and waiting for the results now.
This is done now. It will take some time (shouldn't be more than 3hrs) to recycle all running instances.
