With blank home page and fullscreen as defaults, keyboard shortcuts for address/search bars do not work

Steps to reproduce:

Problem reproducible with new profile for both LinuxMint 15.04 and Windows 10 (Firefox40):
0.In Preference General tab, in the When Firefox Starts menu, choose 'Show a blank page'.
1.Press F11 for Fullscreen and close browser which will make sure browser starts next time in Fullscreen by default.
2.Reopen Firefox which is now in Fullscreen mode.
3.Take cursor focus away from address/search bar by clicking in the main space / body of browser.
4.Press Alt-D, ctrl-L, or F6 to bring focus to address bar.
   Press ctrl-K to focus the search bar.


Actual results:

Focus remained in body of browser.


Expected results:

Text cursor should appear in address/search bar.

The only ways to get these shortcuts to work with webpages in Fullscreen is to
close Firefox while not in Fullscreen and reopen Firefox or
pick a homepage other than a blank page.
