Steps to reproduce:

1. Go to https://en.wikipedia.org/wiki/Main_Page
2. Press Alt+Shift+F


Actual results:

The file menu shows (&File).


Expected results:

The search box should be focused, since it has accesskey="f".


This is expected behavior when pressing Alt+F, not Alt+Shift+F. This is also expected behavior if accesskey="f" isn't set on any element on the page.
