Currently the SiteMapIndex extension will happily replace robots.txt with it's own copy and add the SiteMap: line to the end. We should check for bugzilla.mozilla.org in the extension code and do not move robots.txt if not production. For instance bugzilla-dev.mozilla.org should not be indexes by Google and others.
