Description:
If the user sends or receives a pair request, they are supposed to be presented with a full screen pair request screen that displays a number that should match the pairing device. Instead, the user is presented with a notification banner at the top of the screen, but they are unable to select the banner, or the notification from the utility tray.

This issue seems to specifically happen after a fresh flash, but does not seem to occur after a device restart.

Repro Steps:
1) Update a Flame to 20150701010205
2) Open Settings and turn on Bluetooth
3) Search for a device and attempt to pair with it
4) Toggle on "Visible to all" and attempt to pair from another device.

Actual:
A notification banner appears, but selecting the notification does not open the pair request window.

Expected:
A functional pair request window appears at full screen.
