Description:
Dialog windows ScrollPicker wheels will flicker in-and-out when user is accessing and changing values. This is observed in Clock (when attempting to set an alarm time) and Calendar (when setting either Start/End time/day for an event). This behavior does not prevent the user from changing values, but inhibits functionality and diminishes user experience.


Repro Steps:
1) Update a Aries to 20150614233012
2) Open the Clock app
3) Tap top right button to create a new alarm
4) Change time in the alarm
5) Scroll the wheel pickers
6) Observe UI

Actual:
Dialog flickers in-and-out, revealing underlying screen. May disappear entirely but remain active, return on tap/scroll.

Expected:
Dialog remains on screen while user is manipulating values.
