we really need to add the ability for a user to disable/"remove" their own account.
- add 'disable my account' to 'account' user prefs tab - move 'account' tab to be the default tab

Looks like it's enough to let someone click on https://bugzilla.mozilla.org/userprefs.cgi?account_disable=1 to see his account disabled. No CSRF protection.
