For landing after the merge, this sets the define that XPIProvider.jsm uses to determine if add-on signing is mandatory. We want this for branded beta and release builds.

We were promised that this would not affect Thunderbird and SeaMonkey and that there would be a build time switch. Where is said build time switch?
