the winqual custom bug entry form is weird and as far as i can tell unused.  we should remove it.


it's a copy of an normal bug entry form, but without the ability to select a component and with bugs forced into the winqual security group.  because it's more or less a straight copy, we have to remember to ensure any enter_bug modifications are applied to both the winqual and the normal enter_bug.

looking at the logs it hasn't been used for long time.  the winqual component only has 5 bugs.  4 were created from a mozilla employee who used the form in 2012 -- these appear to be the only time that form has been used.  the most recent bug, created over a year ago, was created using the guided bug entry form, and i'm pretty sure doesn't belong there (bug 984094).  the winqual-data group has been empty since 2013-04-01.


we appear to be carrying the maintenance burden of that form for zero returns.

I don't know what that form is. If it was only used for 4 bugs filed the same day (2012-06-20) maybe it was part of a development project that never escaped its developer. Fine by me to kill it.
