We found test script has problem because it will add a 20sec in notification setting after running scripts. Even we manual testing or run script to double confirmed, the notification was still not to show.

The 20s notification setting should not be a problem. This is working fine on trunk for me and it also works on b2g desktop (also on treeherder).
If you can reproduce this also with manual testing, I think it could be a real bug in v2.2.
