Should you be able to scroll when Talkback is enabled in FF for Android?

Details
Description: When in a webpage on version 35 if you tap the home button 3 times TalkBack is enabled. However when single finger scrolling, the page will not scroll. However the the highlighted or boxed element in the page from Talk box will move. Steps to reproduce: 1. Galaxy Note 4 with 4.4.2 2. Open a webpage, say support.mozilla.org the desktop version 3. activate talkback 4. scroll with one finger expected: page scrolls actual: box scrolls with selections

This is expected behaviour. When TalkBack is enabled (in any app on Android), using one finger controls the virtual cursor (the boxed element) and using two fingers actually scrolls.
