Steps to reproduce:

Turned on Windows high contrast mode, then opened firefox / it was already open.
Rebooted (possibly unnecessary).
Turned off Windows high contrast mode.
Restarted firefox, toggled Tools>Options>>Content>Colors>Allow pages to choose their own colors...
Toggle on and off, restarting firefox.

Able to fix after rooting around about:config  browser.display.use_document_colors 


Actual results:

Nothing, firefox remained in it's on high contrast mode


Expected results:

Toggling the Options>Content submenu which controls the same browser behavior as document.display.use_document_colors should have reset the option, and allow the browser return to standard document color rendering behavior
I'm not 100% clear on what issue you're seeing.

1) If you're seeing that while using a Windows High Contrast theme, Firefox always displays web pages in high contrast mode, and changing preferences does not change this, that is expected behaviour until bug 639134 is available in your version of Firefox. It was implemented for version 37, which is available here: https://nightly.mozilla.org, but might be a bit unstable for your uses; I'd suggest waiting until it is avaialable in beta (in about 7 weeks) or release (about 13 weeks).

2) If you're seeing that while *not* using a Windows High Contrast theme, and with use_document_colors set to true, all pages are using high contrast colors, that is a bug. In this case, can you please tell us if you can reproduce in a clean Firefox profile? ( https://support.mozilla.org/kb/profile-manager-create-and-remove-firefox-profiles )
