Peep did a version release that's pretty important. We need to upgrade our version to the latest version.

Note: Since we don't use it for deployments, this doesn't affect our production environment in any way.
Latest version of peep doesn't support a --download-cache kind of thing. We should wait until it does so then we can upgrade and also add caching.

I want to wait on the download cache thing, so I'm pushing this off until next quarter.

The download cache thing isn't done. However, the version of peep we're using doesn't work with pip 6 which was released end of December 2014.

So I'm going to grab this and work on it now.
