The pager links at the top and bottom of the HB analyzer pages don't work. If you type in the url directly, that works fine, so it's likely it's just a problem with how the pager links are getting generated that's the problem.

This bug covers figuring out what's going on and fixing it.

Will push to production on Monday when deploy freeze is lifted.
