If somebody happens to push a change while we're in the middle of a reconfig, the new push will be lost. this is because the old poller is deleted and the new poller looks at what the latest push is, and only pays attention to pushes after the latest push. If a push happens between the old poller being deleted and the new one determining what the latest revision is, then we won't trigger any jobs for the push.
