Details

All reconfigs should be run exactly in the same way: running the same script(s), from the same machine, using the same user.
We need to define this canonical way to run reconfigs and update the releng wiki docs accordingly (the reconfig pages currently just briefly mention end_to_end_reconfig.sh).
This is basically a dupe of 978928 atm.

Either way its not a bug/task for a specific buildduty day-to-day.
