Slave Health reports an increasing number of pending jobs for  tst-emulator64-spot, even if the pool is working at full capacity (all boxes are in working status and taking jobs).
Currently the pool is limited to 200 instances, should we allocate more instances to this pool?
https://bugzilla.mozilla.org/show_bug.cgi?id=1034055#c60 will double the size of this pool and should address the issue

Depends on: 1034055
New instances are up but the pending count is still high (~1200).  Will watch it over the next 24 hours and see how it keeps up with load.
Pending count is now close to zero - I believe a bigger pool did the trick. Thanks :kmoir!
