In bug 851963 we're dealing with more "should this part be an inline related-part or an attachment" issues. The most right answer is to see what's both reachable and displayable via the HTML document and call everything that's not an attachment. The imapchew.js logic doesn't have the body part available, but the body part download/sanitizer does, and it can perform fix-ups to correct any problems. This is somewhat non-trivial and a scope growth, so I'm filing a new bug for this. I'd probably wait for us to see a situation where we need this before we pursue it.
