There doesn't seem to be any use-case for developing or shipping the guided Web API tests as a separate Python package that is pulled into the main fxos-certsuite package.

Furthermore the other test harnesses, and certsuite in particular, have their binaries defined in the root-level setup.py.  Merging the webapi_tests package into fxos-certsuite would make installation and deployment easier.
