Description:
If the device is on the lockscreen with or without a passcode enabled and another device sends a bluetooth pair request the device under test (DUT) will not receive the request/notification. 

Pre-Req: A second device capable of sending bluetooth requests

Repro Steps:
1) Update a Flame to BuildID: 20140529040201
2) Launch 'Settings' from the home screen and tap 'Bluetooth'
3) Enable 'Bluetooth' and 'Visible to all' 
4) Tap the 'arrow' in the top left to return to 'Settings'
5) Tap 'Screen lock' and enable 'Lock screen' and 'passcode lock'
6) Turn the screen off on the device by presing the power button briefly
7) Send a BT pair request to the DUT from another device

Actual:
The device under test does not receive the bluetooth pair request

Expected:
The device under test receives the bluetooth pair request
